have to pay fine. hello. i am frank somerville. >> and i am julie haener. >> pg&e may be forced to pay $15 million over a pipeline that was shut down by a judge. pg&e said it is now safe and today the head of the company testified in front of the public utilities commission. ktvu's tom vacar joins us now live. >> reporter: it was a bit of theater because the utility and its regulator are accused of being too cozy with each other. >> reporter: was this stretch in danger of being the next san bruno? a judge ordered the pipeline shut down. though it goes back into operation today at a reduced pressure the california public utilities commission is weathering whether to fine pg&e $15 million for with holding information about the condition of the pipe. >> this is a story of a cover up by pg&e. that is what they did.

monitor -- >> the c.p.u.c. decision is expected on the 19. tom vacar, ktvu channel 2 news. developing news now. snow in idaho is complicating the search for a missing plane. the plane disappeared yesterday with five people on board and the focus is on a mountain ridge. there is an air strip near the town and the pilot asked for its coordinate after reporting engine trouble. ktvu channel 2 news confirmed the plane is placed in san jose. it took off from oregon and headed to montana.

researchers are hoping for clearer weather tomorrow to resume the search. a new planned parenthood clinic is drawing protest. it is located in north fair occasion. demonstrators say they have gathered 1600 signatures on a petition against its opening. some say they are worried they will decrease property values. planned parenthood hopes to work with those who are against the health center. it is set to open tomorrow at 1:00 p.m. police are investigating a crash that killed a pedestrian during the busy morning commute near highway 92 at 6:15 p.m. this afternoon. two cars hit a man. one driver stayed at the scene. the second driver left and called authority toes from a parking lot. >> there was a period of time

that elapsed. we are trying to determine how much effort was made by that individual in attempting to contact police. >> police say he was not in a crosswalk at the time of the crash and they are investigating whether he come from a homeless encampment. good samaritan came to a rescue after a car struck a child. sheriff's deputies say the toddler was on a walk with family when she darted into the path of the oncoming car. the driver stopped but the girl was pinned. several by standers lefted the car to free the -- lifted the car to free the children. she is in stable condition tonight. one man is dead and another in custody. ktvu's allie rasmus is in san francisco tonight with what police are learning about the

suspect and the victim. >> reporter: this afternoon police announced they arrested a 21-year-old for attempted robbery and murder. the father of the victim can't believe his son was shot and killed over a video game system. >> reporter: he walked out of his home to tell us about his son. he was shot and killed yesterday afternoon trying to sell his play station four video game consul. >> i love him to death. >> reporter: he posted an ad to sell a play station four on instagram. a buyer responded and they agreed to meet. before they got out of the car someone walked up, stole the play station and shot him. he died at san francisco general hospital. his father said this wasn't the first time he bought and

restole electronics online -- resold electronics online. >> he does that all the time. >> reporter: you can't buy things on instagram but it is an unofficial online market place. buyers give the seller their e- mail and complete the sale offline or in person. instagram has 150 million users. they have been criticized by law enforcement for providing a new way to buy and sell but instagram said it took steps to stop that problem. they started blocking hashtags for drug trafficking. allie rasmus, ktvu channel 2 news. also in san francisco police are looking for three

suspects in a takeover style robbery at a mattress store around noon on market street. police say the suspects walked in wearing hoodies. one had a gun and ordered everyone to lay down on the floor. they took personal items and took off. no one was hurt. there are no reports of arrests. happening now, a candlelight vigil is underway in san jose for a three-year- old boy who was hit and killed by a car last week. ktvu's dep ruv is at the -- debora villalon is at the vigil. >> reporter: it happened here at the crosswalk and it is a tragedy that galvanized the community. raising awareness that 24 pedestrians have been killed this year can in san jose. the same day he died, a 14-year- old girl was hit and killed in

front of her high school. they are calling for traffic improvements and better police enforcement and they urge drivers to slow down and pay attention. >> 24 in san jose this year. which is way too many. it is a big hike and it is mostly from too much traffic, going too fast. it is not pedestrians running out in the street, it is like this when a pedestrian on a green light with a walk signal. >> reporter: monday a woman was hit and killed by a driver who didn't see her in the dark. 24 is the highest in a decade. we will have more about the changes that critics are calling for as the vigil gets underway. a full report tonight at 10:00

p.m. debora villalon, ktvu channel 2 news. shelters are owning as the -- opening as the bay area is preparing for a freeze snap. 275 beds will be available. the group is reserving some beds for veterans and people willing to enter its programs. there are more than 7500 homeless people in santa clara county. temperatures will drop all over the bay area and our chief meteorologist bill martin has a look at how cold it will get. >> temperatures are changing quickly. today upper 60s. tonight in the mountains, we have a winter weather advisory. snow levels down to 3,000 feet. for the bay area, all that cold air settling in. tomorrow night a freeze watch

california's is among the highest in the country. president obama's approval rating in california continues to slip. 51% approve of the job president obama is doing. 43% disapprove. that number is up 8 points since july. california's view of the direction the u.s. is heading is down. 33% said it is heading in the right direction. 55% say we are off track. california needs nurses but the state needs a way to train them. officials with cal state say qualified students are being turned away. they don't have the funding to hire instructors. some 62al are turning away 80%
